A call to Traditional Landowners in Marienberg for Clan vetting and land survey to support a Mega Project
The ESPG conducted its first consultation with traditional landowners in Angoram on Friday, July 4th 2025.
We have an interested party who intends to invest US$10 billion in a 1 million hectare Agricultural Development and has identified Marienberg as the best place to start.
We invite traditional Landowners in the areas highlighted on the map (attached) to attend public meetings in Angoram to obtain the consent of respective Landowner Groups.
The consultations will take place over the next six months. The ESPA will lead the process with a PMU provided by the Ministry of Planning and relevant agencies. Notices will be issued prior to meetings taking place.
The key outcome will be to obtain Landowner consent to survey and register land and form landowner groups to participate in this project in partnership with the investor.
The ESPG encourages educated members of the impacted communities to organise yourselves so that disagreements can be minimised and resolved.
Once landowners are organised, land is surveyed and registered to the rightful owners: a mutually beneficial commercial agreement will be drawn up between the Investor and the Landowners.
A development project of this magnitude has never been undertaken in PNG before and hence must be done correctly.
It is important that we work transparently at the outset to reduce misunderstanding and ensure long lasting, sustainable benefits flow to all the stakeholders.
At it's completion this project is expected to transform the local community and our region. Landowners will be direct equity participants and beneficiaries in the project.
This project is expected to generate between K26-K30 billion a year depending on commodity prices.
This project will also result in the following:
* Increase our GDP by at least K75 billion
* Create 300,000 direct jobs
* Create 200,000 indirect jobs
* Produce 300 MW of renewable electricity
* Support thousands of SMEs
* Create several townships for workers
* Create a new international seaport in Angoram
* Create a new airport in Angoram
* Create new infrastructure for health, education and law and order
* Increase ESPG internal revenue significantly.
As many of you know, we will never receive enough money from Waigani to fix our roads, schools, medical centres or even build new infrastructure we may need.
In the last 12 months, we didn't receive any grants. I expect this cashflow challenge will continue for the next several years. We must recognize the inefficiency and incompetence at national level and we MUST save ourselves.
Our needs will continue to grow, we need to expand our economy and our tax base. The best way to do that is to support the private sector and our land owners.
No one is going to help us, so we must help ourselves if we want something better for our future. We have not had an opportunity like this in the past 50 years and we are unlikely to in the future.
This project has the support of our landowner representatives, the investor, MP for Angoram and other ESP MPs and local leaders.
The ESPG calls on all our people to assist us deliver this project which will underwrite the transformation of our region.
We have been beggars in Waigani for the past 50 years: this project will liberate us so that we can transform our region for the better.
I call on all Sepiks to help us make this work. We need a major project to change our fortunes as a people.
We need to build a better future for all our children and Agriculture remains our best hope of beginning the journey towards a prosperous future for all of us.
